He fails to identify himself as law enforcement and plays it of as if he's just taking pictures in his failed attempt to get intelligence. What he really should be doin is gettin some intelligence for himself first and foremost. I'm sure the chief and whole NYPD aren't gonna be too happy 'bout this guy. Definitely not a good look!
